An'izius is a githyanki and an elected official in Curst. He can be found in Outer Curst near the Inner Curst Gate. You must talk to him to complete the Deal with an Official Dispute quest assigned to you by Dallan in the Traitor's Gate Tavern. Check with Dallan when completed and he will give you the fourth piece of the Key to the deva.
