Eli Havelock is the thief trainer at the Civic Festhall. Like the other trainers, he has issues and isn't teaching his class. He can be found near the Brothel for Slaking Intellectual Lusts in the Clerk's Ward just north of the Old Post. After TNO talks with him, he returns to his duties. He will train TNO as a thief any time after this, if desired.
