The Guard Captain is a man of integrity and, unlike the other guards, will actually listen to TNO's tales of political corruption in Curst. He can be found in Inner Curst by the gate to Outer Curst. One way to complete the "Deal with a Political Dispute" quest assigned by Dallan in the Traitor's Gate Tavern is to talk with him after talking with An'izius and Siabha. He'll take care of things for TNO.
