You will find Jolmi's messenger in the Clerk's Ward, south of the entrance to the Brothel for Slaking Intellectual Lusts. You can find her in the Civic Festhall near the entrance. She wishes to know what it is like to kill someone and will reward TNO for indulging her. The reward amount is tied to his Charisma score. 12 or less and he's given 1000 copper commons. A Charisma between 13 and 15 yields 1500 copper commons. A Charisma of 16+ receives 2000 copper commons.
