The term "lower plane" refers to planes of existence where creatures of evil alignment dwell. Two oft referenced lower planes in Planescape: Torment are Baator, the inhabitants of which, Baatezu or devils, are of Lawful Evil alignment, and the Abyss, which is inhabited by Tanar'ri, or demons, which are of Chaotic Evil alignment. The infamous Blood War is fought on these planes.
