This a note from Penn to Vaxis, both anarchists who are infiltrating the Dustmen's Mortuary. It speaks of Pharod and Emoric, the dustman in the Gathering Dust Bar.
Other than some contextual information, the item has no further uses.
You may, however, return the note to Scofflaw Penn himself in the Lower Ward, but he will claim it is a forgery and immediately destroy it.
