Siabha is an elected official in Curst and the political rival of An'izius. When TNO takes up the quest "Deal with an Official Dispute" assigned by Dallan in the Traitor's Gate Tavern, he will want to talk to her after talking to An'izius. She can be found in Inner Curst, to the northeast, in front of the Curst Administration Building.
